It appears the version number is incorrect in the extension header. I don’t believe Inform 7 will accept decimal version numbers.

The header as downloaded reads: “Version 2.1 of Basic Literacy by Bart Massey begins here.”
Per the error message, changing the version number to an integer resolves this issue: “Version 2 of Basic Literacy by Bart Massey begins here.”
I have tested this in 6M62 and it works.
